So I went into Task Manager and have had success going into the Processes tab and finding Samsung Dex underīackground Processes, and selecting End Task. I discovered that rebooting my whole laptop "fixed" the issue every time and I was able to connect Dex again, but having to rebooti my whole laptop every time I want to use Dex is silly. It worked, but after closing Dex and coming back again to reconnect to my laptop, it wasn't finding my phone. Not sure if anyone else has had this same issue as me, but I was having difficulty getting Wireless PC Dex working consistently on my Windows 10 laptop.
